C says : the Congressional Medal of Honor, which was the nation's highest military
award, long-overdue in

"Congressional Medal of Honor" still exists so a past tense will give a wrong meaning ."which was" seems to indicate that they are no more the nation's highest military award !!

Hi abhasjha,

aditya8062 has correctly pointed out that the Congressional Medal of Honor still exists today, so describing what The Medal WAS is incorrect.

Here's another way to clarify this issue:

The commas in this sentence "break" the sentence into "pieces"; this type of grammar is usually based on Modification rules (although sometimes commas are used for Parallelism, specifically lists of things). After the phrase "the Congressional Medal of Honor...." comes another phrase that DESCRIBES The Medal. You have to ask yourself if the "intent" of the sentence is to describe what The Medal was or what The Medal IS.

It would seem odd to describe The Medal as something that "WAS the nation's highest military award...."; if it was the highest, then what is it now??? Or what has replaced it as the highest??? GMAT SCs aren't built around that type of structure.
