As per Man SC below sentence is correct . How come ?

We Propose that the school board Disband.

Is the below rephrase wrong ?

We Propose that the school board be disbanded.

for command subjunctive the verb should be in base form. No -s and -ed used.
its mentioned in the chapter too.
