lowering vs a lowering of vs lowered

Hi

I had this question in OG#12 - Q 130. I have a question on this one

see the sentences:-
a) a large drop in oil prices would eventually lead to lowering interest rates
b) a large drop in oil prices would eventually lead to a lowering of interest rates
c) a large drop in oil prices would eventually lead to low interest rates

Are all three correct? What is difference in the meaning of the sentences?

There is a difference in all of the phrases:

a) lead to rates that are decreasing continuously
b) lead to a change in the value of the rates to one that is less than the current value
c) lead to rates that are low in nominal value, regardless of where they are now.
