It is possible that the Roma people have migrated from India across Europe over the course of several centuries that were characterized by this type of nomadic wandering.

A have migrated from India across Europe over the course of several centuries that were characterized
B had migrated from India across Europe over the course of several centuries that were characterized
C migrated from India across Europe over the course of several centuries that had been characterized
D migrated from India across Europe over the course of several centuries that were characterized
E migrated from India over the course of several centuries that were characterized across Europe

IMO D

When the sentence says something general use simple tenses.GMAT frowns upon using simple tenses.

A) have migrated seems to indicate that the Roma people migrated recently and are still continue to do so. [present perfect indicates a situation that began in past and continues into the present]

B) the usage of past perfect [had migrated] is not warranted in the sentence because these people lived in the very centuries that were characterized by nomadic wandering.It is not possible,logically,that these people lived before these centuries.

C) same error but reverses it.This uses had characterized instead of simple past characterized.

D) simple past -migrated and were characterized.correct

E) this uses correct tense but introduces modification error.The original sentence says that the Roma people migrated from India to Europe in a period which was characterized by nomadic wandering,but E seems to convey that these people migrated from India over a very long period [over several centuries] and that these centuries were characterized in Europe by nomadic wandering.

We have no certainty,in the original sentence,that these people migrated over a period of several centuries or over a very short period,say a few decades.We just know that these people migrated from India to Europe in a period that was characterized by nomadic wandering.
