IMO B.

It should be in past tense. Hence eliminate A,C, and D.
'about to be' in E is awkward.

would take more than 60 years to complete, the Oxford English Dictionary had been < - it should be past tense as author is talking as a 3rd person... like in the year X , Y castle was made...

took more than 60 years to complete, the Oxford English Dictionary was < Correct IMO

would take more than 60 years to complete, the Oxford English Dictionary was being < again past tense should be users , "that would take" is wrong when we knew now it took 60 years..

took more than 60 years to complete, the Oxford English Dictionary was about to be < Wordy " about to be "

Although signifies contrasting structure. so although the dictionary would take long time to complete, it was completed indeed.
