The graph of y=x² is U-shaped, with its lowermost point at (0, 0).
To intersect means to TO HAVE A POINT IN COMMON.

Statement 1:
Since (0, 0) is on the graph of y=x², a line that passes through (0,0) and (4, -8) will intersect the graph of y=x².
A horizontal line through (4, -8) will NOT intersect the graph of y=x².
INSUFFICIENT.

Statement 2:
Since (-4, 16) is on the graph of y=x², any line that passes through (-4, 16) must intersect the graph of y=x².
SUFFICIENT.

The correct answer is B.
