I will go with C. Its parallel and having a followin senetence struct.

Independent Clause + but + Independent Clause + than + dependent clause.

I am not sure about 'they' though. It looks funny. what happened to Option E?

I think you can elimate A and C just b/c the tenses don't seem to match.
The spraying of pesticides can be carefully planned (can be = future)
choices that end with THEY HAD refers to PAST tense . The tenses don't agree.

I have this set of 1000SC's which says OA-D and in the post above the OA is given to be E(which i find absolutely awkward!)

I believe we need "which" to introduce a relative clause
IMO-C
