According to me it came down to the options A and E.
B] not parallel. You need a 'that' in the first half of the sentence.
C] again not parallel. You need a 'that' in the second part of the sentence also use of 'little' is wrong. Little is an uncountable noun. You need 'few'.
D] Same as C. Little is uncountable noun. Few is to be used. Also you need a 'that' in the sentence.
E] A very important option. I got trapped here. Remember you need a 'had' here, you cannot be not using a 'had' Read the sentence carefully and you will find that the growth was shown before and then the Federal Reserve made many announcement.
I came down to options A and E.
