I get the answer to this PS question as follows,
Container alcohol-water
12 ounces 4 (1 part) 8 (2 part)

08 ounces 2 (1 part) 6 (3 part)

So, Alcohol : Water ==> 6 : 14 ==> 3 : 7. Option B.
