First we need to know which concepts have been tested in the question.
#1: NOUN+Preposition+ NOUN+THAT+VERB:
Example:
A and B in C that has --> In this case, that refers to C because the verb "has" is singular.

Now come to the sentence.
Option A "devastation and enslavement in the name of progress that has decimated" means that "PROGRESS decimated people", which is illogical. A is out.

#2: NOUN by Which:
X by which--> by which refers to X.
Option B is out for the same logic as it is in A.

Option C and D can be easily eliminated.

Correct answer is E.
