The West Indian manatee, a distant relative of the elephant, returned to the sea some 50 million years ago. These thousand-pound herbivores inhabit the warm coastal waters where Americans like to play. Despite conservation efforts, criminal penalties for harming these creatures, and an overabundance of SAVE THE MANATEE! bumper stickers, none of these animals can be considered safe.

We need to search for option which will make the animal unsafe at the present and in the future.

A - out, speaks about past year - Eliminate
B - All (As a whole) and is a valid point - Keep
C - Tourists awareness wont help much and is unawareness is never a big threat. - Eliminate
D - We are not bothered about numbers. - Eliminate
E - Again numbers are not in our scope. - Eliminate

also the premise talks about sea and coastal warm water,
pick up the option which speaks something abt sea or water !!
