Sc: just not/not just

Hi there

Here is a sentence from a news article. "New citizens have obligations to Singapore and just not/not just benefits." Which one is right? In the new articles, it was just not. Does the meaning change if we write 'not just' instead?

Until we also know the context, it is difficult to say anything!
You can, for example never foretell what any one man will do, but you can say with precision what an average number will be up to!

It should be Not Just according to me.There can be a typo error in that article. Don't take articles for granted.they can be wrong too!
