Distance = speed * time, where time = 80 minutes

Statement 1 => Yesterday Paul began jogging at 5:00pm
The speed is unknown and the total distance covered cannot be estimated. Hence, statement 1 is NOT SUFFICIENT

Statement 2 => Yesterday Paul had jogged 5 miles by 5:40pm and by 8 miles by 6:04pm, between 5:40pm and 6:40pm, he spent 24 minutes and covered 8 - 5 = 3 miles
$$So\ his\ average\ speed\ =\ \frac{dis\tan ce}{time}=\frac{3}{24}=\frac{1}{8}$$
$$=\frac{1}{8\ }miles\ per\ \min ute$$

From the question stem, distance = speed * time, where speed = 1/8 miles per minute and time = 80 minutes
$$Therefore,\ dis\tan ce\ =\frac{1}{8}\cdot80=\frac{80}{8}=10\ miles$$
Statement 2 alone is SUFFICIENT
