When taking on any data sufficiency question, we should start by asking ourselves: "What do I need?"

X and Y are non-zero integers. Is x/y an integer? What do I need? Well, if x is a multiple of y then the answer is yes. If x is not a multiple of y then the answer is no. So what I need is some way to determine whether x is a multiple of y.

Statement 1 does not tell me whether X is a multiple of Y.
Statement 2 does not tell me whether X is a multiple of Y.
Combined I still don't know whether X is a multiple of Y.
