The wording of the question is strange (is it asking if exactly 40% are men, or at least 40%?) but regardless, with no information about how many men or women work at the company, the question clearly can't be answered even using both statements. If equal numbers of men and women work for the company, then yes, 40% of the picnic attendees are men, but if the company employs one million women and five men, then the percentage of picnic attendees who are men is very close to 0%. So the answer is E.

Statement 1
20% of the men employed in the company are attending the picnic.
There is no information on Total number of employees that attended the party and no information on the Total number of employee in the Company. Hence Statement 1 is INSUFFICIENT.

Statement 2
30% of the employee in the company are attending the picnic
There is no information about the total number of employees that attended the party and no information on total number of employees in the company, hence Statement 2 is INSUFFICIENT.

Statement 1 and 2 combined together
We don't know the total number of employee at the company and no information was provided as to whether all employees at the company attended the picnic.
Statement 1 and 2 combined together are INSUFFICIENT.
