Critics of certain pollution-control regulations have claimed that the money spent over the last decade in order to reduce emissions of carbon monoxide and of volatile organic compounds has been wasted. The evidence they offer in support of this claim might appear compelling: despite the money spent, annual emissions of these pollutants have been increasing steadily. Option A:- Incorrect
The first boldface portion reflected the opinion of the critics about the situations under considerations under consideration and reasoning does not consider it as false while for the second boldface, it buttress the first boldface opinion.

Option B:- Incorrect
The first boldface follows the same explanation as A above, the second boldface is a stated evidence, never a position.

Option C:- Incorrect
The first boldface portion functioning correctly here, this is the stand of the critic i.e his position, the second boldface portion does not function as a position but evidence.

Option D:- correct
This is the right option because the first boldface portion is serving exactly the function presentation here (i.e it is the position of the critics )while the second boldface is a sufficient evidence to solidly back up his reasoning contention.

Option E:- Incorrect
The first boldface portion is serving the right function in this regards while the second boldface portion is not good enough to act supportive position. Its only a good evidence.
