From Option A - INCORRECT. There's a case of too much emphasis on the separator and connector here in ''comma'' and ''and'' respectively. Not forgetting the fact that it's clearly a repetition statement which can't be considered as a right solution to the problem.

In Option B - CORRECT. This statement has the best form of punctuation among all. The separator ''while being'' suggests that in ''other terms''. The writer is being affirmative about moderate exercise whilst not confusing us with the less-addiction of it.

In Option C - INCORRECT.Here two adverbs follow each ''effectively and equally'' which does not make much sense to any comprehensible mind. It has changed the statement entirely.

In Option D - INCORRECT. This statement here appears just as a mere replacement of words. It still bears much similarity to the original statement but for the use of ''as'' which does not still give it an edge in regards to the words formation. The emphasis could have appeared just with the comma and not with comma and ''and''.

In Option E - INCORRECT. Here, the writer does not seek to compare the ''moderate exercise'' with the most sedatives'' as explained in the original statement. It is just a continuation of saying exercise can be effective so also is most sedatives. Wrong entirely.
