MGMAT tough reasoning

In a certain state, hunting permits require the hunter to be at least 18 years old, possess a valid driver's license or state identification, and have completed a safety program within the past 5 years. The hunter must also sign a legal document pledging not to consume alcohol while hunting.

Which of the following can be correctly inferred from the above statements?

1.All states have the same requirements for hunting permits.

2.Hunters under the age of 21 don't need to sign the alcohol pledge because they are not legally allowed to drink alcohol under any circumstances.

3.If a person last completed the safety program six years ago, he will have to complete the program again before he can be eligible for a permit in this state.

4.Someone who isn't 18 years old cannot obtain a hunting permit in this state.

5.Hunting is such a dangerous activity that state controls and requirements are necessary to ensure that nobody gets hurt.

my pick is C

1.All states have the same requirements for hunting permits. - the stimulus talk about a certain state and not all states

2.Hunters under the age of 21 don't need to sign the alcohol pledge because they are not legally allowed to drink alcohol under any circumstances. Every hunter is expected to sign the legal document

3.If a person last completed the safety program six years ago, he will have to complete the program again before he can be eligible for a permit in this state. - the stimulus states that every hunter should have completed the safety program within the last 6 years

4.Someone who isn't 18 years old cannot obtain a hunting permit in this state. - the stimulus says that the hunter needs to be atleast 18 years and not that the hunter should be 18 years old

5.Hunting is such a dangerous activity that state controls and requirements are necessary to ensure that nobody gets hurt.

IMO C. I was confused between C and D initially. But upon reading D again, i notice that D is missing "at least" for 18 years old.
