Anthropologists assert that cultures advance only when independence replaces dependence-that is, only when imposition by outsiders is replaced by initiative from within. In other words, the natives of a culture are the only ones who can move that culture forward. Non-natives may provide valuable advice, but any imposition of their views threatens independence and thus progress. If one looks at individual schools as separate cultures, therefore, the key to educational progress is obvious______

A and E are close. A wins because it is narrow. Educational progress gets threatened at the cost of the independence of the school. On the contrary, Option E states a certainty. Option A stands correct.

The passage mentions that Educational progress gets threatened at the cost of the independence of the school. It doesn't say that if independence isnt there there will be no progress. Option E says it like that. It's a certain tone. hence according to me Option E can't be the one.

Only the tone of A & E differs.

A supercedes E by confirming the fact without giving the chance for "option"
