No. of votes needed to win the election = 50% of 2,000 + 1 = 1,001

No. of votes James received = 0.5% of 2,000 = 10

Thus, no. of additional voted needed = 1,001 - 10 = 991

The correct answer: D

Note that to win the election, one must garner at least 1 more than half of the votes cast. Thus, the winner must get at least 2,000/2 + 1 = 1,001 votes.

James initially received 0.5/100 x 2,000 = 10 votes. James needed 1,001 - 10 = 991 more votes to win.

Total votes = 2000
% needed to win = 50% of 2000
$$\frac{50}{100}\cdot2000=1000$$
$$\%\ of\ votes\ received\ by\ James\ =\ 0.5\%f\ 2000=10 votes$$

Since Total votes needed to win = 1000 votes and James already have 10 votes.
Amount of votes needed to win = 1000 - 10 = 990 votes
Note that the amount needed to win is greater than 50%
Ans = 990+1=991 votes because votes needed to win must be greater than not equal to 50%

The number of votes received is 0.5%*2000 = 10.
Number of votes to be received to win the election = 50%*2000 + 1 = 1001
Hence number of voted required to win = 1001-10 = 991
