Much Voters Vs. Many Voters

Hi All,

Pls help me in correcting this sentence:

However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means，it is difficult to find broad support for a movement toward a minimal state．

(A) However much United States voters may agree that
(B) Despite the agreement among United States voters to the fact
(C) Although United States voters agree
(D) Even though United States voters may agree
(E) There is agreement among United States voters that


This is from the Official Guide 11 Edition, Verbal Review. The correct choice was (A).

My belief is that use of "much" voters is wrong. Instead it should be many.
What do you think?

"However much" is modifying "agree"
"However much" is not modifying "voters"

Its very important to understand the meaning of the sentence. This helps us assign the modifiers appropriately.
In this sentence, the author is not presenting the quantity of voters. The author is instead talking about the extent to which voters may agree. So as @throughmba pointed out, much is not modifying voters.

commands must be obeyed, however much one may disagree with them(to whatever extent one may disagree with them)
