Tax Revenue---order

The purpose of government is to use tax revenues to maintain order, without overspending. If a government collects more taxes than it needs to maintain order, it should save the money in case of a future threat to society. Governments should not, therefore, spend excess tax revenues on social programs.

Which of the following, if true, most seriously weakens the argument above?

A) A government has a duty to ensure that some tax dollars are spent for the benefit of all its citizens, regardless of need.

B)Some governments levy very high taxes and provide extensive social programs for their citizens.

C)If a government has a strong army, the risk of a future threat to security is small.

D)Because governments are inherently bureaucratic and expensive to run, it is likely that any government will seldom have excess tax revenue.

E)Social programs often indirectly help a society to be orderly

This is a Princeton review's CAT question.
I opted for A.But the result says a different story that its E.E should not be the answer since the argument talks about the usage of the excess revenue from taxes , the excess comes after then the regular amount has been spent on the maintenance of ORDER.Hence if we go by option E, the Social programs(excess parts' investment area) indirectly help a society to be orderly..this is out of the scope of the argument since the society is already orderly and this may have no effect on it.

If u go by this elimination, A comes out to be a better choice.

But conclusion talks about whether gov should spend excess tax revenues on social program.

So author assumes that social programs have no role to play in maintaining order in a society.

E attacks the qualified conclusion.

Well .... The conclusion as stated here "Govt. should not spend money on ..." is based on assumption that Social programs ==> Overspending. It does not help in maintaing order.

So what is the obvious statement that says that opposite. Hence E is correct.

Answer choice is A is attractive!!
A) A government has a duty to ensure that some tax dollars are spent for the benefit of all its citizens, regardless of need.

But it fails to hurt the assumption here that Social programs are a waste of money. Hence rejected.
