IMO D

'It' should refer to a noun and not an action. Hence A and B are out.
E is wrong - Dangling Modifier problem - who built the house?
C is wordy and awkward.
that leaves us with D

you cannot use 'it' to refer to the action of building homes...
Use 'so' to do 'so'.....
making do without is somehting like you do not have X while you are doing Y...
Hence D...
E out for passive voice...
