Using Statement 1 alone, he can't have bought zero large cans, because 220 is not divisible by 30. He can't have bought one large can, because 140 is not divisible by 30. And he can't have bought 3+ large cans, because then he would have spent more than $220. So he must have bought two large cans, leaving him $60 to spend on two small cans of paint.

Statement 2 is clearly not sufficient alone, so the answer is A.
