Statement 1. Clearly not sufficient, because 25% reduction is there, but 25% reduction over what quantity? that's not given.

Statement 2. New price = $36, but nothing about the old price. So we cannot get the reduction. Insufficient.

Combining the two statements:

25% reduction means the new value is 75% (or 3/4) of the original value.

3/4 * Original = 36. Therefore Original = 36*4/3 = 48. Sufficient.
