Given that the members who did not vote on a certain bill consisted of 25 who were absent and 3 who abstained, 96 - 25 - 3 = 68 voted.

We have to get out of 68, how many votes for the bill.

Let's take each statement one by one.

1) Exactly 1/3 of the total membership of the legislature voted against the bill.

=> Exactly 1/3 of 96 = 32 voted against the bill. Thus, 68 - 32 = 36 voted for the bill. Sufficient.

2) The number of Legislators who voted for the bill was 8 more than the total number who were absent or abstained.

=> Those who voted for the bill = 25 + 3 + 8 = 36. Sufficient.

The correct answer: D

Hope this helps!
