There have been no bald eagles reported to have bred outside North America, though the species has been seen as visiting coastal areas in Siberia and Greenland.

A - use of HAVE BEEN REPORTED...TO HAVE BRED does not make sequence of event clear. Whether REPORTING happened first or BEADING. Secondly, SEEN AS VISITING, in my view, IS INCORRECT (just SEEN VISITING is ok).

B - subject verb disagreement (require HAVE)
C - meaning is not sensible (it says REPORTING HAS BEEN BREADING OUTSIDE!!)
d - SAME AS A (use of HAVE BEEN REPORTED...TO HAVE BRED does not make sequence of event clear); secondly VISITS in present and HAVE BEEN started in past - it means VISITS STARTED in present but HAVE BEEN observed in past (not sensible)

E - though THEY could refer to both REPORTS AND EAGLES, but logic says it should refer to EAGLES.
