Let's take each statement one by one.

(1) 3|x^2 - 4| = y - 2

We do not have any information about the value of x. Thus, we cannot get the value of y. Insufficient.

(2) |3 - y| = 11

=> 3 - y = 11 => y = -8
=> -3 + y = 11 => y = 14

No unique value of y. Insufficient.

(1) and (2) together

Let's closely analyze Statement 1 (3|x^2 - 4| = y - 2 ), we see that the LHS (3|x^2 - 4|) is a positive number, thus, the RHS (y - 2) must also be positive.

This implies that the negative value of y (= -8) from Statement 2 is not applicable. Thus, y = 14. Sufficient.

The correct answer: C
