The recent decrease in revenue has been attributed to rising energy prices and plummeting consumer confidence, much lower than is typical for this time of year, which hurt sales of big ticket items such as automobiles.

A much lower than is typical for this time of year, which hurt
B which was much lower than is typical for this time of year, hurting
C because it was much lower than is typical for this time of year, which hurt
D being much lower than typically is for this time of year, hurting
E having been much lower than is typical for this time of year and hurt

B is good.

Do you want to write

"a value which is much lower thant its typical value during..."

recent decrease -- so simple past is enough

A much lower than is typical for this time of year, which hurt --------> wrongly refers to year
B which was much lower than is typical for this time of year, hurting
C because it was much lower than is typical for this time of year, which hurt --------> wrongly refers to year
D being much lower than typically is for this time of year, hurting
E having been much lower than is typical for this time of year and hurt ---------> parallelism not maintained............

In order to answer this I would apply total POE..........

B which was much lower than is typical for this time of year, hurting .. Modifier "which" functions as the modifier for "consumer confidence"

C because it was much lower than is typical for this time of year, which hurt ... same as option A

D being much lower than typically is for this time of year, hurting ... this is wrong ...
E having been much lower than is typical for this time of year and hurt ... CLUMSY

I will go with B ....
