Answer: C
Solution:

Since 60% of the weight of Roger’s baggage is more than the 20 free kilograms allowed, 40% of the weight of his baggage is 20 kilograms. Therefore, his baggage weighs 20/0.4 = 50 kilograms. Therefore, he had to pay (50 - 20) x 5 = $150 for the baggage fee and hence, Roger’s ticket cost 600 - 150 = $450 without the baggage fee. We see that the ticket cost with the baggage fee was 150/450 = 1/3 = 33% more than without the baggage fee.

Answer: C
