Which one is correct and why ?

I would choose B. Since "is", a present tense verb, is the main verb of the sentence, I would choose the option with the present perfect tense.

IMO A is correct.

In B 'Having been' is not properly modifying the pond.
In C No need of using being, you can just say frozen, it will work.

What is the correct ans?

the event started in the past and continues into the present. Present perfect in the correct tense. But then it should be has frozen. Opt for A.
