Given for the two-digit integer, the ratio of the units digit to the tens digit is 2 to 3, there are three possibilities.

The number can be one of the following: 32; 64; and 96.

Let's take each statement one by one.

1) The tens digit is 3 more than the units digit.

Only 96 qualifies. Sufficient.

2) The product of the two digits is 54.

Only 96 qualifies. Sufficient.

The correct answer: D
