Solution:

We see there are 200 x 0.25 = 50 million workers who take a 1-week vacation. Of these 50 million workers, 200 x 0.54 x 0.2 = 21.6 million are male; therefore, there are 50 - 21.6 = 28.4 million female workers who take a 1-week vacation.
