While there are over five hundred customers waiting for the grand opening of the supermarket, there are only one cart for every four customers, one-half the number than had been requested based on the results of a company survey.
A. there are only one cart for every four customers, one-half the number than had

IMO C.

As you asked, If E was:
every four customers can have only one cart, one-half the number that had

I think it is still wrong. Because, the subject of the previous clause becomes "customers". So one-half.... would refer to customers.

Intended meaning is "one-half.." should refer to carts as done in C.

Why is B wrong?

I am not able to reason properly.

I agree C is correct in explaining that number of carts is insufficient.
