Let's take each statement one by one.

(1) Of the cookies in the display, 22 contain nuts.

Certainly insufficient as we do not know the total no. of cookies on the display.

(2) Of the cookies in the display, 90% do not contain nuts.

=> Of the cookies in the display, 100% – 90% = 10% = 1/10 do not contain nuts.

Sufficient.

The correct answer: B

Target question: What fraction of the cookies in the display contains nuts?

Statement 1: Of the cookies in the display, 22 contain nuts.
We have no information about the number of cookies WITHOUT nuts.
So, statement 1 is NOT SUFFICIENT

If you're not convinced, let's consider two possible cases:
Case a: There are 22 cookies WITH nuts and 8 cookies WITHOUT nuts. So, there are 30 cookies in total, and 22 have nuts. In this case, the answer to the target question is 22/30 of the cookies have nuts
Case b: There are 22 cookies WITH nuts and 2 cookies WITHOUT nuts. So, there are 24 cookies in total, and 22 have nuts. In this case, the answer to the target question is 22/24 of the cookies have nuts
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT

Statement 2: Of the cookies in the display, 90% do not contain nuts
If 90% DON'T have nuts, then 10% DO have nuts.
10% = 10/100 = 1/10
The answer to the target question is 1/10 of the cookies have nuts
Since we can answer the target question with certainty, statement 2 is SUFFICIENT

Answer: B
