I still do not understand the answer explanation given for this question. Can someone kindly explain?

Are at least 20 percent of the people in City H who are at least 30 years old bilingual?
1. In City H, 30 percent of the population is at least 30 years old.
2. In City H, of the population 30 years old or older, 18 percent of the women and 17 percent of the men are bilingual
OA:[spoiler]B. Why is it B? The answer choice explains that since neither group is at least 20 percent bilingual, the total population (women and men) of people 30 and over must be less than 20 percent bilingual. [/spoiler]
