The rise in the number of new housing starts in the finals two quarters of last year suggest that the sluggish economy should continue its recovery into the first quarter of this year, but weak job growth in the private sector continues to worry some economists.

A.) suggest that the sluggish economy should continue its recovery into the first quarter of this year, but
B.) suggest that the sluggish economy will continue to recover in the first quarter of this year, but that
C.) suggest that the sluggish economy is continuing to recover in the first quarter of this year, but
D.) suggests that the sluggish economy should continue its recovery into the first quarter of this year, but that

OA is E

can someone explain why D is wrong? Specifically, why this sentence doesn't need parallel construction between suggests that and but that.

In A, B and C, rise (singular) does not agree with suggest (plural).
Eliminate A, B and C.

D: The rise in the number of new housing starts suggests...THAT weak job growth continues to worry some economists.
No: the RISE is not causing economists TO WORRY.
The intention here is to express a CONTRAST: that DESPITE the rise in the number of new housing starts, weak job growth continues to worry some economists.
Eliminate D.

The correct answer is E.
