Not in R2. R2 chances are similar to R1.
LAST round is the bleak one (sometimes it's three, sometimes its four, sometimes its also five or six). The reason is cause all the places are filled, there are enough people on waitlists to fill the classes, and they are just holding out for amazing candidates (better than those on the waitlist already) who are last minute.

R2 is almost the same as R1 because there is an unstated but quora of seats. R3 chances are definitely less than R2/R1.

Hi,
In round 3 yes compared to 1-2 it becomes competitive. But between round 1 and 2 given your application is equally strong in both rounds- you should be fine.
