According to Aristotle SC,
agree with = agree with a person/idea
agree to = agree to inanimate things such as plan or proposal
agree on/upon = agree to the choice of someone/something
Let's try to agree upon a date for the vacation.
John and Tina agree upon the need to hire a trainer.
