"regarded as" is the correct idiom and not regarded to be
so A and B are gone

A fails because of improper idiom usage perceive... like instead of perceive.. to

sales of the spy novel were not regarded by analysts. It was the spy novel that was regarded by analysts.
C & D are not right for obvious reasons of awkward constructions.

C Awkward construction to it's best
Between E and D, initially i picked D, but i suppose e is the right construction. In D, spy novel was not the result of tensions during cold war, but the sales, which reached their zenith
E is perfectly fine
