210 What is the Median?

In a group of numbers, the average is 20. What is the median?
1) 50% of the numbers are less than 20
2) 50% of the numbers are more than 20

We know neither of these statements individually sufficient

Even with both statements, we don't know the median. Our set might be {18,19,21,22}, and the median might be 20, or our set might be {13, 17, 21, 29}, and our median might be 19. So the answer is E.
