Like other educators who prefer to substitute anthologies of short stories or collections of popular essays to dull “basal readers,” Ms. Burton emphasizes how important it is to enjoy good literature.
(A) to dull “basal readers,” Ms. Burton emphasizes how important it is to enjoy
(B) for dull “basal readers,” Ms. Burton emphasizes the importance of enjoying
(C) to dull “basal readers,” Ms. Burton emphasizes that it is important to enjoy
(D) for dull “basal readers,” Ms. Burton’s emphasis is that it is important to enjoy
(E) to dull “basal readers,” Ms. Burton’s emphasis is on the importance of enjoying

Why not C?

In choice C that is
(C) to dull “basal readers,” Ms. Burton emphasizes that it is important to enjoy

"it" used is ambigous, it is not clear what it is referring to

B is a better choice of all the above.

The idiomatic usage of substitute is ''substitute for", this is where A,C,E filter out.

Out of the remaning B ,D , it is B has the proper usage of the form of the word "emphasis".

D could have been considered if there was "emphasis ..on.."

The beginning phrase needs the correct modifier. D incorrectly modifies by saying "Ms. Burton's emphasis". We need to compare to an educator, so we need "Ms. Burton...".

Correct idiom is "Substitute X for Y"

Based upon that you can eliminate, A, C and E.

We are comparing educators, so based upon that we can eliminate D as it says, Ms. Burton's emphasis. Incorrect comparison.

We are left with B
