we need to have other......since "any time" includes the current time also...so wrong comparsion....so A, B, E out.
Between c and D...
In "D"....their can refer to manufacturers or cars...
Another reason I think that we can kick out "D" is because we need to compare "small cars" and not "fuel efficient small cars"

agree with a C answer.
in D option - "more fuel efficient small cars" is compared with small cars , which is no correct.
