First of all this is a parallel comparision type sentence.
So, that eliminates, any choice that doesn't begin woithout an -ing form of verb after the comparision term "than".

So that eliminates 'A' 'B' & 'C' straight away.

It's the "setting up" that is compared to "eshtablishing".
