Yes C is the OA.

What is wrong with D ? I guess there is a problem with "fuel-efficient small cars". Can anybody shed light on this ?

And what exactly those refer in "small cars that are more fuel-efficient than those at any other time in" ?

D says more fuel efficient cars..... do u think we are actually talking bout the number of fuel efficient cars???
