457. John Smith provides information on the conditions that lead women to a gynecologist, and he notes that these conditions can, and sometimes are, used in the promotion of surgery which is not needed.
(A) and he notes that these conditions can, and sometimes are, used in the promotion of surgery which is not needed
(B) noting that these conditions can be, and sometimes are, used to promote needless surgery
(C) and notes that they could and sometimes are used unnecessarily in promoting surgery
(D) sometimes promoting needless surgery
(E) which they use sometimes to promote unnecessary surgery

I had marked B. But its not OA. Why is it preferred over D?

I go with B.

C They doesn't have a antecedent. It can't refer conditions as it is not a referrent.

B clears this issue stating "noting that these conditions can be, and sometimes are, used to promote needless surgery".

Hope it clears.

IMO D.

C E shot because of 'they' it refers to what? condition / women / gynecologist.

A B are awkward construction, consider this in B.

noting that these conditions sometimes are used to promote needless surgery
Similar argument against A.

D on the other hand is concise and precise.
When you think you can or you cannot, you are generally correct.

A. , and he notes is wrong. he can't be the modifier.
B. no issues with modifier
C. they is not proper
D. no issue with modifier or pronoun
E. they is not proper

between B and D

Is the information promoting needless surgery? only conditions are promoting needless surgery. If you don't bring in the conditions in the modifying clause as it was done in B it looks information is promoting needless surgery. So I go with B

I checked the OA it is given as B. I am not sure why vaivish has stated B is not the OA. Please check again. 1000 SC # 457

Don't post answers with the question, opinion gets biased

In D clear meaning error - Leads to meaning that gynecologists (and not conditions) sometimes promote needless surgery.
When you think you can or you cannot, you are generally correct.
