The answer is E

(1) says that 1/x+1/y=2/3(1/x).We cannot find out x and y from this.INSUFFICIENT.

(2) says that 1/y=2(1/x) which means 1/y=2/x.Again x and y cannot be determined from this.INSUFFICIENT.

Combining the statements we can write,
1/x+2/x=2/3x or 3/x=2/3x
By cross multiplying we get 9x=2x or 9=2.We cannot find out x as well as y from this.INSUFFICIENT.Hence E
