IMO A..

we are ref to a cause for that shift, "by the rapid of....."....so using has been is appropriate to depict action been done by the force(cause)

2. has shifted

OA is A.

has been shifted: the action is under progress +---present perfect progressive tense
has shifted: action is completed -- presence tense
