Ok to the question now ..
we have mod(y) < = 12 .. so that basically means y can take values from .. -12 to 12 ..
we also have 2x+y = 12 .. so x = (12-y)/2 ..
so for x to be an integer y has to take even integer values .. from -12 to 12 y can have 13 even integer values .. so there can be 13 ordered pair of(x,y) where both of them are integers .. So the answer is 13
