B: the realization that in this increasingly urban areas, they now worry more about crime => INCORRECT
C: the realization that in this increasingly urban areas, voters now worry more about crime
D: a realizing that in this increasingly urban areas, there is now more concern about crime
E: the realization that in this increasingly urban areas, concerns about crime are greater

First a result must be either "that a verb" or a noun -so you need that the result is the realization. that means you are left with B,C and E. between B and C you have a change between voters and they - you can't use they becuase it owuld be referring to areas, not voters so B is gone. Between C and E you have the difference of "voters now worry more about crime" and "concerns about crime are greater" - this must be parallel with the "than healthcare" at the end. concerns are not greater than healthcare therefore C must be your answer.

I couldn't know this point and also I couldn't understand completely.

You have shown two possibilities for "a result".

ONE IS
A result of the recent election is realizing that ...

Can you give a short example for other scenario?

Concerns are being compared to health care....
